We will remove the checkbox from the Slicer settings and build all CLI as executable only (without shared library) by introducing a `SlicerExecutionModel_FORCE_EXECUTABLE_ONLY` option to the SlicerExecutionModel

Issue was identified, it is a problem with the compiler on the macOS factory.

A fix has been submitted upstream:

Additionally, this PR will update SlicerJupyter to build against updated xeus, xtl and ZeroMQ projects. It will be integrated later this week.
