Python files failed to load as module

Operating system:Windows 64
Slicer version:4.11
Expected behavior:To load installed extension such as SlicerRT, Quantitative Reporting and its dependencies.
Actual behavior: Python files from the path fails to load as module

How do you know that Python files fails to load as module? Could you copy-paste here any error messages that are displayed (menu: Help / Report a bug)?

I am not allowed to upload image as I am a new user.
However, I uninstalled Python and installed again and it worked.
