Draft-writer group and Draft category

A new category named Draft visible only to member of the group draft-writer was created.

It allows to leverage the shared draft feature of Discourse and is used to draft posts before publicly releasing them. (e.g Release Announcement)

The draft category was then set as shared draft category in the settings.

I have added the draft-writer group to the shared_drafts_allowed_groups:

Reason: Some members of the draft-writer group were unable to view a post in the drafts category that is a shared draft. They can see other things in the “draft” category that we created, but not necessarily something that is also a “shared draft” in the discourse sense. And indeed this is what I see at the top of a shared draft that has not been published:

I am hoping this change fixes the issue.
