When I try to start 3DSlicer, the program says that I dont have MRMLLogic.

Windows 7 is not supported (see more details here), but if you post here your application log (menu: Help / Report a bug) then we can have a look if there is any obvious problem that may be easy to address.

Slicer should work on computers that are bought in the past 5 years and run a current version of Windows/Linux/macOS, but if you cannot get one then you can run Slicer on a virtual machine in the cloud, for example using the free Binder service:
