Bump minimum CMake version to 3.28.1?

CMake 3.28.1 shipped with Ubuntu 24.04 LTS. I suggest Slicer bumps it to that version after 5.12 is tagged. We are strongly considering the same bump in ITK. Please pitch in with your opinions.
