Slicer fails to start on Windows with "api-ms-win-crt-runtime-l1-1-0.dll is missing" error popup

Slicer 5.1.0 crashed on win7

api-ms-win-core-path-l1-1-0.dll error on startup. After installing the dll Slicer gives an error 0xc000007b… Help me with installation please
